Practice the art of distraction. This means that as you see whining behaviour building up, 'discover' interesting things for your little one to do. Don't say "Stop whining, play with these magnets," but simply start playing with the magnets yourself, showing interest and delight when you notice your child's curiosity getting better of him, involve him without referring to his behaviour or making a big fuss.
